UK ETS Maritime

Shipping companies with qualifying voyages to/from UK ports must monitor, report, and verify CO2 emissions under UK ETS. Covers voyage-level scope with vessel gross tonnage thresholds. MRV obligations from July 2026 with allowance surrender phasing in.

Mandatory

UK ETS Aviation

Aircraft operators flying to, from, or within the UK must hold a GHG emissions permit, submit verified annual emissions reports, and surrender allowances. Free allocation is being phased out. CORSIA interacts with UK ETS for international flights.

SECR

Streamlined Energy and Carbon Reporting requires qualifying transport companies to disclose UK energy use (kWh), Scope 1/2 emissions (tCO2e), intensity ratio, and methodology in the directors’ report. Fleet fuel is typically the dominant Scope 1 source.

Directors’ report Fleet emissions
From Jan 2027

UK SRS S1 & S2

Mandatory sustainability and climate disclosure for UK-listed companies. Listed transport operators must report Scope 1-3 emissions, climate risk/opportunity analysis, transition plans, and governance arrangements from January 2027.

Clean Air Zones

Local authority emission zones in cities including Birmingham, Bath, Bristol, Bradford, and Portsmouth impose daily charges on non-compliant vehicles. Fleet operators must plan routes, upgrade vehicles, or pay charges — affecting operational costs and fleet replacement timelines.

UK CBAM

UK Carbon Border Adjustment Mechanism applies to importers of CBAM-scope goods (steel, aluminium, cement, ceramics, fertiliser, hydrogen). Logistics companies importing these materials for clients or their own operations must account for embedded emissions at the border.

The Challenge

Why Transport Companies Can’t Afford to Wait

Carbon pricing is expanding across maritime and aviation, fleet electrification timelines are tightening, and customers are demanding Scope 3 transparency.

UK ETS Maritime: New Obligations

From July 2026, shipping companies face monitoring, reporting, and verification requirements under UK ETS for the first time. Voyage-level emissions tracking, monitoring plans, and allowance procurement are entirely new compliance burdens for the maritime sector.

Aviation Carbon Costs Rising

Free allocation under UK ETS aviation is being phased out, increasing the carbon cost per flight. Airlines must manage the interaction between UK ETS (domestic/intra-UK) and CORSIA (international), each with different MRV requirements and offset eligibility rules.

Fleet Electrification Gaps

The ZEV mandate requires increasing percentages of new zero-emission vehicles, but charging infrastructure, vehicle range, and total cost of ownership remain barriers for long-haul freight. Companies need credible fleet transition plans that balance compliance timelines with operational reality.

Customer Scope 3 Pressure

Transport emissions are Scope 3 Category 4 or 9 for your customers. As UK SRS and CSRD drive Scope 3 disclosure across all sectors, logistics providers face increasing demands for verified emissions data per shipment, lane, or tonne-kilometre — often with short timescales.

Transport & Logistics ESG: Frequently Asked Questions

What is UK ETS maritime and when did it start?+
UK ETS maritime extends the UK Emissions Trading Scheme to cover CO2 emissions from shipping. It went live in July 2026. Shipping companies operating vessels above the gross tonnage threshold with qualifying voyages to, from, or within UK ports must monitor voyage-level fuel consumption and emissions, submit verified annual reports, and surrender UK ETS allowances according to the phase-in schedule. Monitoring plans must be approved and emissions data tracked per voyage using approved methodologies.
How does UK ETS aviation work now free allocation is ending?+
UK ETS aviation covers aircraft operators flying to, from, or within the UK. Operators must hold a GHG emissions permit, monitor and report their annual emissions, and surrender sufficient allowances to cover those emissions. Free allocation — allowances given at no cost — is being phased out, meaning airlines must purchase an increasing proportion of their allowances at auction or on the secondary market. This directly increases the carbon cost per flight and makes emissions reduction and fuel efficiency financially material.
What fleet emissions must transport companies report under SECR?+
Under SECR, qualifying transport companies must report total UK energy use in kWh (including fleet fuel), Scope 1 emissions (direct combustion from vehicles, heating), Scope 2 emissions (purchased electricity for depots, offices, and charging infrastructure), an appropriate intensity ratio, and the methodology used. For transport companies, fleet fuel typically dominates Scope 1. The intensity ratio should reflect the business — common choices include tCO2e per tonne-kilometre, per vehicle, or per million pounds of revenue.
How does CORSIA interact with UK ETS for airlines?+
CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation) and UK ETS operate in parallel but cover different route scopes. UK ETS applies to flights within the UK and, for UK-administered operators, departing flights. CORSIA applies to international routes between participating states. Airlines must comply with both schemes where applicable, but MRV requirements, eligible offset types, and baseline calculations differ. Careful route-level analysis is needed to determine which flights fall under which scheme and avoid double-counting. RSustain provides advisory on navigating this interaction but does not perform verification.
Do logistics companies need Scope 3 reporting?+
Logistics companies face Scope 3 pressure from both directions. Their own Scope 3 includes upstream fuel production (Category 3), purchased goods (Category 1), and employee commuting (Category 7). More significantly, their emissions are their customers’ Scope 3 (Category 4 or 9). As UK SRS and CSRD drive mandatory Scope 3 disclosure for listed and large companies across all sectors, logistics providers are increasingly required to provide verified, shipment-level emissions data. Companies without robust emissions allocation capabilities risk losing contracts to competitors who can provide this data.
Does RSustain provide fleet electrification services?+
No. RSustain provides advisory and strategy services only. We do not install charging infrastructure, supply vehicles, or deliver engineering services. What we do provide is fleet electrification strategy: assessing your current fleet profile, modelling vehicle replacement sequencing aligned with ZEV mandate timelines, evaluating total cost of ownership for electric versus diesel alternatives, identifying depot charging requirements, and producing board-ready transition roadmaps. Implementation is delivered by your chosen engineering and infrastructure partners.
